Hon. Derrick SmithSenator the Hon. Col. Trevor Norman Neville MacMillan, CD, JP, Minister of National Security

 

Trevor N.N. MacMillan was born June 7, 1939, in St. Andrew, the son of Thaddeus and Amie MacMillan.

He was educated at the University of California, Wolmer’s Boys School and Kingston College.  He also attended the Canadian Armed Forces Staff College and the Royal Military Academy (Sandhurst)

Before his appointment as a Senator and National Security Minister, Colonel MacMillan was a Special Advisor to the Ministry of Finance and the Public Sector.  Colonel MacMillan also served as a Senator in 2006-2007.

No stranger to the national security portfolio, Senator MacMillan served as Jamaica’s Commissioner of Police between 1993 and 1996.  He also chaired the Special Task Force on Crime between 2005 and 2006, and was a member of the National Committee on Crime and Violence in 2001.  He also served two terms (1989-1990 & 2005-1006) as the Chairman of the Private Sector Organization of Jamaica’s Committee on National Security

Colonel MacMillan’s experience in national security has not been limited to Jamaica, but also regionally as in 2004, he served as the Co-reviewer of the Royal Grenada Police Service on behalf of the Governments of Grenada and the United Kingdom.  He also served as a Consultant and was a member of the Government of Trinidad and Tobago’s Bi-partisan Technical Committee on the Reorganization of the Police Service.


He was the first Director of the Revenue Protection Division, serving between 1990 and 1993.  Between 1986 and 1987, Colonel MacMillan was a Consultant at Peat Marwick and Partners, and between 1987 and 1990, was the managing Director/Founder of Security Advisory and Management Services.

A career soldier, Colonel MacMillan retired from the Jamaica Defence Force as Colonel Adjutant Quartermaster after serving twenty seven years.

Colonel MacMillan’s’ professional affiliations included the International Association of Chiefs of Police, 1995-1997; Transparency International (Jamaica Chapter) 1997-1999, and a Founding member of Jamaicans for Justice, 2000.

In 1997, Senator MacMillan was conferred with an Order of Distinction, Commander Class.  He is also the recipient of the Daily Gleaner’s 1994 Honour Award; and also received the newspaper’s  Special Honour Award in 1990.

The Order of Distinction, Officer Class was conferred in him in 1984, and in 1978 he was presented with the Medal of Honour for Meritorious Service.

A Justice of the Peace since 1980, Colonel MacMillan is a member of the Private Sector Organization of Jamaica.

He is a past president of the Rotary Club of Downtown Kingston.

Married to Dr. Olivia McDonald, the couple has one son.

A member of the Jamaica Golf Association, the Constant Spring Golf Club; and the Jamaica Officers’ Club, Colonel MacMillan lists golf, sports and music as his interests.
